The proposal includes the creation of a Council Controlled Organisation (CCO), which Grey District Council (GDC) is currently seeking feedback on from the community.
The ambitious project, made possible through a collaboration between GDC and Development West Coast (DWC), along with grant funding through Kānoa, marks a significant step in revitalising the town's central business district (CBD).
Recent developments, including the Pounamu Pathway Experience Centre and the new Noel Leemings store, are starting to breathe new life into the CBD. Census data indicates an increasing population for the district, and this new development is designed to serve as a vibrant destination, drawing more people into town.
A recent Expression of Interest (EOI) process has revealed significant interest from potential commercial tenants. The anticipated mix of businesses is expected to play a crucial role in activating the area, aligning with the project's goal of revitalising the CBD.
Grey District Mayor Tanya Gibson believes the CBD has reached a turning point.
“Many of the current vacant buildings are not up to earthquake code and are due for demolition. The new development of a library/community hub and retail space, is an exciting prospect that will provide economic development throughout the construction process and beyond.
“With the funding and partnerships with Kānoa and DWC it is a ‘now or never’ opportunity. There is never a perfect time, but thinking about our future generations, predicted population and employment opportunities we must make sure we have community facilities that will move with the times and future-proof our district."
DWC Chair Renee Rooney said the new development will act as a catalyst for further investment in the town, with other landowners already showing a strong level of interest.
“The project will inject vibrancy into the heart of Greymouth, which will spread throughout the region, enhancing its appeal as a place to live, work, and visit.”

GDC and DWC are pleased with the progress made by the project design team. Early engagement from local contractors has been positive, and Smart Project Management and RM Designs have successfully kept the project within budget while delivering early design plans that combine modern elements with cost-effective and resilient materials. The aim is to maximise the location’s aesthetics.
The tendering process will be rigorous, with a strong emphasis on engaging with local contractors and suppliers.
